Sex Offender Halloween Crackdown Ordered

Details were released today on how the sheriff's department plans to protect children against sex offenders on Halloween.

that prohibits registered sex offenders from trimming their homes with Halloween decorations and it prohibits them from answering their doors to trick-or-treaters.

Violating urgency Ordinance No. 902 is a misdemeanor subject to a fine of up to $1,000 or six months in jail, or both, according to Riverside County Sheriff’s Department Captain Cynthia Mayman. Probationers or parolees who violate the ordinance can receive additional penalties, she said.

The ordinance will be enforced in unincorporated areas of the county by the Division of Adult Parole Operations, in conjunction with Sexual Assault Felony Enforcement (SAFE), on registered sex offender parolees “to ensure compliance with their terms and conditions as well as the new ordinance. This enforcement program will take place throughout the county,” Captain Mayman explained.

“The Sheriff's Department is working collaboratively with our law enforcement partners to provide as much law enforcement presence as practical during Halloween to help protect our children as they enjoy the trick-or-treating festivities,” Captain Mayman said. “We urge parents and responsible adults to partner with us to watch over some of our most vulnerable members of the community -- our children.”

Under California law, sex offenders convicted under Penal Code 290 are required to register with a local law enforcement agency when they move into the area. The law also requires that registrants alert authorities whenever they change residence, and that they annually renew their registration.
