The city got five bids, and R.J. Noble was more than $200,000 lower than the next-lowest bid.

All American Asphalt bid $3 million, Granite Construction bid $3.2 million, Vance Corporation bid $3.4 million and Hazard Construction Company bid $3.7 million.

The project will improve a stretch from Avenida Baraca curving east and then south to Rancho California Road.
