Rancho California Water District Recognized for Transparency

Rancho California Water District received the Transparency Certificate of Excellence award.

Rancho California Water District received the District Transparency Certificate of Excellence from the Special District Leadership Foundation, according to an Oct. 14 news release.

SDLF is an independent, non-profit organization formed to promote good governance and best practices among California’s special districts through certification, accreditation and other recognition programs.

“This award is a testament to Rancho California Water District’s commitment to open government,” stated Matt Stone, general manager, for the district that serves the City of Temecula and parts of Murrieta. “The entire District staff is to be commended for their contributions that empower the public with information and facilitate engagement and oversight."

Rancho Water Spokeswoman Meggan Valencia said that in order to receive the award, a special district must demonstrate the completion of eight essential governance transparency requirements. These include: conducting ethics training for all board members, properly conducting open and public meetings, and filing financial transactions and compensation reports to the State Controller in a timely manner.

RCWD also fulfilled 15 website requirements, including providing readily available information to the public, such as board agendas, past minutes, current District budget, and the most recent financial audit, according to Valencia.

“The Board of Directors identified in the Strategic Plan the need to improve transparency through a new website,” stated Board President Ben Drake. “This award confirms the District’s effort towards transparency.”

Finally, Valencia said, the District must have demonstrated outreach to its constituents that engages the public in its governance, through regular newsletters and completion of a salary comparison for District staff positions. 

Valencia said RCWD encourages customers to visit the website for helpful information on water issues, water use efficiency tips, and bill information. The District also welcomes input on how to continually improve the website, she said.
