Supervisor Stone Voices Opinion On Board's Majority Support For Liberty Quarry

Two Riverside County supervisors with opposing positions on a proposed mine near Temecula that's now off the table stuck to their viewpoints today, with one saying his colleagues' actions have made any issue "fair game," including a shelved jail project near Palm Springs that he believes should be resurrected.

"The rules of engagement have changed on the Board of Supervisors," Supervisor Jeff Stone told City News Service. "I'm going to play by the new rules that have been set unless the board wants to come together and return to the way we used to do things and respect district boundaries."

Stone and Supervisor Bob Buster have, since May, been the minority votes against the 414-acre Liberty Quarry. Watsonville-based Granite Construction had proposed establishing the quarry on an escarpment off of Interstate 15 and Rainbow Canyon Road, just south of Temecula, in what serves as the southern gateway to Riverside County and the Temecula Wine Country.

The mine was opposed by an overwhelming majority of Temecula Valley residents, who pointed to potential environmental damage, air quality depletion and impact on the wine country image.

The seven-year battle to resolve whether the quarry would go ahead or be stopped in its tracks ended today with the announcement that the Pechanga Band of Luiseno Indians had bought the site from Granite.

"I couldn't have asked for a better Thanksgiving greeting," said Stone, whose third district encompasses Temecula. "This has been a roller-coaster ride for all of us, and now we finally have closure to this issue."

Supervisor John Benoit, whose fourth district covers the Coachella Valley, also greeted word of the land deal warmly.

"I praise both Granite ... and the tribe today for reaching a mutually beneficial agreement," the supervisor said.

Benoit led the effort to bring Liberty Quarry to fruition, triggering friction between him and Stone, who questioned the motivation for his colleague's unshakable support for a project almost two hours driving time from Palm Springs.

Benoit, who referred to Granite as a "friend" to the Coachella Valley, insisted he was only interested in having a mine in the southwestern corner of the county to increase the local supply of construction-grade aggregate, including asphalt and gravel. The former state lawmaker said a new quarry would mean fewer gravel trucks lumbering across the county, stressing roads and adding to vehicular pollution.

"The problem remains that we still have a looming shortage of aggregate in southwestern Riverside County," he said. "Trucks travel excessive long distances through our county to send aggregate to this region and beyond ... With Pechanga's assistance, Granite can hopefully find a new site and begin preparation for a new quarry that is much needed in the region."

Stone said the mine's downsides far outweighed any potential advantages and felt certain the "bogus" claims in the Liberty Quarry environmental impact report would have sealed the project's fate in court. The city of Temecula filed a lawsuit challenging the board's certification of the EIR in May and another suit seeking to undo its 3-2 decision last month to allow fast- tracking of proposed mines.

"Granite would have been taking its chances with a weak EIR," Stone said. "The company could have been on the hook for millions of dollars in legal fees. Now it's walking away with money in its pocket."

The Pechanga tribe will be forking over $3 million for the quarry site.

Stone told CNS the majority of his colleagues' were "foolish" to cast aside the long-established but unwritten rule of letting the supervisor in whose district a project will be located take the lead in determining whether it should move ahead.

"Now it's fair game for any supervisor to go into another supervisor's district and decide a project's worth," Stone said. "Everybody can buy into it."

He said the previously scuttled Hub Jail in Whitewater will be on his list of projects to reconsider. Benoit and Supervisor Marion Ashley, citing high costs, succeeded last year in gaining unanimous board support to table the proposed 5,000-bed facility, which proponents argue would relieve overcrowding in local jails.

Coachella Valley tourism and hospitality groups say the jail -- which would be visible from Interstate 10 on the eastern approach to Palm Springs -- would mar the area's image and hurt business.

"This thing would be 10 miles away from Palm Springs, It wouldn't impact tourism," Stone said. "I will continue to advocate for it."

Couple of problems with your request. 1 the U.S. Postal Service is broke and you will be lucky to have a post office in anywhere in Murrieta in a year. 2 this is Jeff Stone you asking for help from, if it doesn't have to do with Hospitality Country (aka Wine Country) or grandstanding on splitting the state in two he ain't interested.

John Benoit praised Granite? Please give me a break!! Crooks! Praise definitely goes to the Pechanga Tribe but NOT to Granite whose only concern through all of this has been the almight dollar!! the City of Temecula should also be ashamed that they never stepped up to the plate with a legitimate offer to purchase that land, as Pechanga just did! Thank you Pechanga Indians- our city owes you, BIG TIME- I think we can chip in half, and should have. 17 million dollars - all paid for by the Pechanga Indians. They can be proud of who they are, the City of Temecula should be ashamed!! Our City Council could have bought that land years ago, but instead decided it was more important for them to have a new city hall building the "Tajmacityhall" and indebted us for hundreds of millions of dollars to build a monument to themselves. They apparently though it was more important than our health and welfare in Temecula. Please remember this at the NEXT ELECTION when you vote!!

How about catering to our young teens . Who often get left out of these deals . Why not throw in a bowling alley a. A place for these teens to hang out at . I always read the comments about what the adults want but we have teens here as well that need to be considered . Where is this so called water park . This community has to take our youth into account . Sorry not all teens are into sports . Alot of skateboarder I see . Which they do have a skate park but really how many teens really use it . Its almost empty half the time . Why not bring in a miniture golf course with a race track and arcade games . PPL say its up to the parents yes 100% true it is . But unfortunantly some of these parents are not involved with their kids . These are the kids that we need to inspire a place for them to go and not just the mall either .

But a place to go . I see alot of teens roaming the streets in Temecula thats just barking for trouble . Teens with nothing to do = trouble . Thank goodness we live in a community where it is still old town traditions . But with the threar of city folk moving in we have to be even more deiligent in making sure our youth do not pick up on these bad habits of outsiders .

This is my last word on this terrible project. Grant and the supervisors were Money Hungry and certainly don't give a darn about the Temecula Valley. Remember them when you vote!
Thanks again Pechanga, you were the only ones who seemed to have pockets deep enough to do this and and cared for everyone's well being instead of greed; this whole valley should be indebted to your Tribe. It seems as if your always there in one form or another.

Mr. Stone, you need to alwayas remember how this guy threw you under the bus. There is no more "the way we used to do things". You have seen the character of this person and you would be a fool as well as a foolish leader to trust him again. Paul Jacobs warned him that there would be a civil war withen Riverside and I say Temecula and surrounding areas have to look out for ourselves from now on. Riverside County has proven that they do not care about us and the voice of the people. PERIOD

To the residents of Temecula, I'm sorry. He may have helped you to your face but I wouldn't put it past him to get his acquaintances to help arrange this deal. It's Stone, anything can happen.

Hmmm, I'm pretty sure the $17.3M settlement doesn't require Pechanga to help Granite search for a new site for a quarry, but if it does, let's find out where Benoit lives and start there.

While I am very happy the quarry issue is over, I am not happy that it takes lots of $$$ and lawsuits to get "justice", vs. democracy. And for Sup. Stone to admit the EIR "was weak", this should be a wake-up call for all Riverside County residents that all EIRs must be thoroughly reviewed by both the Planning Commission AND citizens alike for their correctness.

Cities of Blythe, Cathedral City, Coachella, Indian Wells, Indio, La Quinta, Palm Desert, Palm Springs, and Rancho Mirage would be an outstanding place for Open Pit mines. You will definately have two Riverside County supervisors that will vote "Yes".

I agree Candi, with one exception, we, the City of Temecula, HAD the money to have bought that land, more than enough actually, it was spent on that city hall building, that WE the citizens were never asked if we wanted it. It sits there half empty. I say, lets bring some homeless people in, bedrolls etc. into those empty offices, they served their country, most of them, and WE the taxpaying citizens paid for the building! Sounds like a better use of my money to me. Tavaglione is the worst of the bunch, as his swing vote is what changed the entire "game" regarding the quarry, and that "fast track" vote. Wonder why he changed his mind so suddenly? We need a full state or federal investigation here. When you have politicians ingrained for a long time they usually become crooked, not too surprising, temptation is everywhere for them, we the citizens must be vigilant, we need watchdogs out there who force them to act correctly or investigations done to expose them and throw their butts out of office!

First off tbone learn to spell, very difficult understanding words like "threar", also, your comment regarding "our youth" picking up bad habits of outsiders? Are you nuts? Every single family here WAS an outsider at one time in the not too distant past. I've been here 25 years, so pretty much all of Temecula is "outsiders" to me! Bad habits are brought in with them, and developed right here in "River City" (Music Man reference there). Totally lame statements, and my point below is completely valid regarding kids being the responsibility of their parents, and the points I brought up regarding kids "boredom" and possible "things for them to do" is also very valid - unlike your statements about the city just spending MORE money to entertain the little latch key kids. Some kids just wont be makin it in society and you can look directly back at the parents and see why, I can't raise every kid in the city, just my own, and I did a damn good job with that, and I lived 12 miles out of town on a dirt road, with no "entertainment" for her, no "neighborhood kids" to play with, no siblings, get the point here? Its called responsibility in case you couldnt figure it out tbone.

Mary, I dont think the "citizens" got to have much, if any, input into that EIR actually, so it had nothing to do with the citizens here, we were totally against the project. I think this project should have been on our ballot at some point, that would have given it a LOT more credence when they saw that 90% of the city was against the quarry. The "fast track" thing MUST be investigated! We don't want this kind of back room dealing going on ever again, we elected our officials and they should be working for US, NOT Granite Construction or any other corporation.

I dont think they're going to find much hospitality in any of those cities Popeye. WE dont need a quarry, THEY want to make money, I could care less. WE are in a depression, very little building going on, in case you hadnt noticed. OUR city is built out basically, so we never needed the aggregate. Might have been handy about 15 years ago here, but not now. Those upscale cities are not building, and I guarantee they are not going to want this type of messy operation next to their homes either.

I am thoroughly disgusted with the ethics of the three supervisors who approved Liberty quarry proposal. All of the supervisors are there to support the citizenry not to vote for projects that seem to personally support these individual supervisors. The citizens in the Temecula Valley including all of the surrounding affected areas did not want that quarry or any quarry in this residential area. That was the voice of the majority and their perspective was based on evidence. Why in the world would Supervisors Benoit, Ashley and Tavaglione ignore the will of the people and the evidence against the quarry proposal?

We have how many more million dollar residents, ranches, farms who pay taxes, how many more business's, triple, quadruple, on and on that pay taxes, and some very large business's at that for YEARS. Yet Murietta and Menifee with just the few they have can manage to not only put in side walks, AND ALSO ACTULLY Listen their residents, instead of call them names like Paul has been, concerns and respond to them. Hell we are just now getting some attention to our driving issues with running red lights, speeding, not stopping at stop signs, driving drunk, high, or wreeklessly causing deaths and serious injuries to walkers, bike riders, skate board, scooter riders, wheelchairs, motor bike riders, and other cars. But how many lives were lost or severly disabled until we just now the last 2 weeks have been giving traffic details for different areas, cell phone details, etc. Lucky to get some sidewalks finished in 10 years if someone doesnt figure out where our "Gold" is we all pay in. And stop calling names people at the City meetings to Paul or anyone else trying to get our City to do what its there for. By the time someone in your own family is killed they will be laughing at you for standing up asking for sidewalks right? Just like on the "Patch" comment areas, always calling names instead of sticking with your fellow Temeculites and getting us something DONE! Before we loose more lives
