The Meaning Of Mello-Roos

When California passed proposition 13 in 1978, this restricted the local city government to raise property taxes by more than the rate of inflation. At this point basic budgets for services and for construction of public facilities could not continue undiminished. As a result, city government had to find new ways to use public funding to make improvements. These new fees are generally considered a workaround to proposition 13. Proposition 13 caps property taxes while Mello-Roos (assessments) are not capped at all.
