'Ongoing Concerns' Linger Over Temecula Valley Charter School's Fiscal Solvency

The Temecula Valley Unified School District addressed the concern in its recent review of the school, but the TVCS principal says the charter will begin to show a positive cash flow.

Temecula Valley Charter School is meeting standards and even performing above benchmarks in some areas, but there is “ongoing concern” as to the school’s fiscal solvency, a Temecula Valley Unified School District review shows.

According to the 2011-12 Annual Charter Compliance review drafted by the district and submitted to TVCS in June, the conclusion is based on multi-year projections and the state budget.

The district’s annual review, which analyzes all facets of the school’s performance, is required under California law. (See attached PDF to read the review.) The district has oversight of TVCS, which was approved as a charter in June 2009. The campus is located at 35755 Abelia Street in Winchester.

Charter schools operate under the California Education Code and must be sponsored by a local school district, county board of education or the state Board of Education. They are typically established by teachers and parents as an alternative to public-school instruction. They can receive federal, state and local funding, but they can't charge tuition.

In its response to the review, TVCS provided the district with a multi-year budget “that shows a cash flow projection,” TVCS Principal Jo Ann Burnett wrote.

The board and TVCS will get a chance to discuss the annual review during Tuesday night’s regularly scheduled Temecula Valley Unified School District governing board meeting. The review is on the board’s agenda, although it is listed as a simple "receive" matter.

A copy of the TVCS multi-year budget was not posted by the district in its agenda packet for Tuesday's meeting.

The public is invited to attend Tuesday’s meeting at district headquarters beginning at 6 p.m. The location is 31350 Rancho Vista Road.
